Mesh Generation between two splines

Yes, there is a way to build such meshes with the Spline To Mesh tool. Attached is a video explaining what I meant in my previous post.

Thank you for your help. But as far as i found, it generates a plane like mesh. 

But i find my solution via giving a spline for the top and applying size curve (i know its is not a full functional spine but it has enough customisation option for my case) for the bottom. This way i could create 3d meshes with 2 different characteristics for the top and bottom.
